Emergency lighting provides visibility in an emergency, such as a fire, where the main power supply is cut and any normal illumination fails. Emergency lighting operates automatically to provide sufficient illumination to enable occupants to evacuate the premises safely.

Not only is correctly functioning emergency lighting paramount for building fire safety and the protection of staff and building users, but emergency light maintenance is a legal requirement and failure to maintain and test these systems at least on an annual basis, leaves the duty holder liable for breaching the law.

Complying with the Law

The duty of building owners and employers to provide effective emergency lighting systems is governed by a range of legislation including the Health and Safety at WorkAct 1974 and specifically the Regulatory Reform (Fire Safety) Order 2005 (RRO).

This states that ‘emergency routes and exits requiring illumination must be provided with emergency lighting of adequate intensity in the case of failure of their normal lighting.’

 

Failure to comply with the requirements of these regulations can result in enforcement action by various authorities including complete closure of the premises.

In terms of conforming to British Standards, BS EN 50172:2004 and BS 5266-8:2004 (emergency escape lighting systems) outline the minimum requirements for inspection and testing of emergency lighting systems.

 

Duty holders have a legal obligation to ensure that their emergency lighting system is maintained in accordance with BS 5266-1:2016 (Code of Practice for the Emergency Lighting of Premises).

This includes monthly purge tests and a full annual inspection and test carried out by an accredited specialist such as phs Compliance.
